Abstract:  This layer contains Emergency Service Zone (ESZ) polygons representing the geographic extent and attributes of the identical Emergency Service Numbers (ESNs) in the Master Street Address Guide (MSAG) for the Metropolitan Emergency Services Board (MESB) region.

Purpose: Emergency Service Zones are used by public safety agencies as a first tool for identifying which emergency service agencies should be dispatched for a given address or geographic area and to determine routing for 9-1-1 calls. It was created by the Metropolitan Emergency Services Board in cooperation with the PSAPs of the 10-county Twin Cities metropolitan area and their emergency response agencies.

Description: In the early 2000s the MESB, its PSAPs (Public Safety Answering Points), and LMIC (the predecessor to MNGeo) collaborated in creating an Emergency Service Zone (ESZ) layer for the Twin Cities metropolitan area. The ESZ layer has been maintained and edited by the MESB since that time. In 2009 the MESB began a project to ensure the Master Street Address Guide (MSAG) and the ESZ layer agreed about the geographic extent of an Emergency Service Number (ESN) and that the process of keeping them in agreement was sustainable. The ESZ layer continues to be MSAG-valid and is edited and maintained by the MESB in collaboration with its PSAPs and emergency service agencies.
